According to the Minister of Environment and Forestry Regulation No. 25/MENLHK/SETJEN/KUM.1/7/2018, the Environmental Management and Monitoring Statement (SPPL) is a document that states a business entity’s commitment to monitor and manage the environmental impact of its business activities.
This document is intended for business activities that are not required to prepare an Environmental Impact Assessment (AMDAL or UKL-UPL), namely Environmental Management and Monitoring Efforts, as stipulated in Government Regulation No. 22 of 2021 on the Implementation of Environmental Protection and Management.
Thus, the SPPL serves as a form of responsibility for business entities to ensure that their activities align with the principles of environmental and economic sustainability.
Why Is SPPL Important?

The main function of SPPL is to ensure that business activities continue to operate while accounting for environmental factors. SPPL declares readiness to prevent pollution, manage waste, and preserve the surrounding environment.
In addition, SPPL serves as proof that business owners understand the government-regulated environmental obligations. Based on Article 3 of Government Regulation No. 22 of 2021, business owners are required to obtain environmental approval before carrying out activities.
Without an SPPL, business activities may be deemed non-compliant with environmental obligations stipulated in existing regulations. This situation may result in legal consequences, including administrative sanctions from the relevant authorities.

The Requirements for SPPL
The following are the requirements for SPPL (Environmental Management and Monitoring Statement) that must be prepared before submitting an online application through the OSS RBA system:
- Business owner’s identity card (Kartu Tanda Penduduk/KTP).
- Business Registration Number (Nomor Induk Berusaha) or Memorandum of Association.
- Taxpayer Identification Number (Nomor Pokok Wajib Pajak).
- Full name and address of the business activity.
- Type of activity or business field (KBLI code).
- Scale or capacity of business activity.
- Floor plan or location map of the activity.
- Location permit or domicile certificate.
- Business location coordinates (if requested).
- Other supporting documents, depending on the type of business.
- Photos of the business location or building.
How to Create an Online SPPL

Now, publishing a SPPL is much easier thanks to the integration between OSS and AMDALNET, which began in 2024. Through this system, business owners only need to enter the activity data online, without having to submit documents to the relevant agencies manually.
The steps to create an SPPL online through the OSS (Online Single Submission) system are as follows:
- Go to the OSS website (https://ui-login.oss.go.id/) and log in using your registered account.
- Fill in your business details, including the name of your business entity, address, business field (KBLI), and location of operations.
- The OSS system will assess the business risk level based on the data entered.
- If your business is classified as low or medium-low risk, the system will display the Environmental Management and Monitoring Statement (SPPL) option.
- Fill out the SPPL form electronically by including your commitment to environmental management and monitoring.
- Upload supporting documents, such as business owner identification, location permit, or location plan (if requested).
- Once the data has been verified, the SPPL will be published automatically along with the Business Identification Number (NIB).
- Download and save the SPPL as official proof that the business has fulfilled its environmental obligations in accordance with applicable regulations.
